National Institute of Securities Markets (hereinafter referred to as the Institute or NISM) is an Institute established by Securities and Exchange Board of India (SEBI) to build human resource capacity in the area of securities markets as well as across the financial sector. It is an autonomous public trust governed by its Board of Governors. Chairperson, SEBI is the ex-officio Chairperson of the Board of Governors.

NISM is engaged in training certification, financial literacy and advisory services across the financial markets.  It has significant industry interface and linkages. It is proposed to position NISM as a facility for the financial markets of India and emerging markets. NISM enjoys the highest degree of academic autonomy.

NISM is currently operating from a state-of-the-art campus on a 70-acre plot of land at Patalganga, about 60 KMs from the Mumbai airport on Mumbai-Pune Express Highway.

In order to support the expanding activities of NISM, applications are invited from eligible candidates for various posts in Information Technology and General Administration & Security as under:

A. Information Technology

A.1. Assistant Manager/ Deputy Manager/ Manager (in Software Application)

A.1.1.Functions and responsibilities
• Carrying out comprehensive analysis of the functional and non-functional requirements of the various proposed IT application as per requirement of the user and develop application design alternatives.
• Managing new developments and customization in existing application as per requirement of user dept including testing and implementation.
• Creating and maintaining user interfaces using Frontend Technologies.
• Providing end user support on various IT initiatives.
• Managing Database Administration activities, Debug and troubleshoot technical issues, providing technical support for NISM applications and other IT software.
• Liaising with external service providers and vendors to ensure implementation of IT projects in accordance with the agreed timeline/schedule.
• Collaborating effectively with other team members and stakeholders.
• Performing other IT related tasks/ activities as assigned by HOD-IT.

A.1.2. Desired Skill set:
•Good understanding of principles of object-oriented programming, structured systems analysis and design techniques.
•(Good knowledge of the Microsoft .NET framework, including ASP.NET, C#, and MVC, ensuring the delivery of high-quality solutions aligned with business objectives)
OR

(Good knowledge of Java technologies, encompassing Java EE, Spring framework, Hibernate, and MVC, ensuring the delivery of high-quality solutions aligned with business objectives).
•Proficiency in Frontend Technologies (HTML, CSS, JavaScript, PWA, Bootstrap, etc.).
•Experience working with at least one of the following RDBMSs: MS SQL, MySQL, PostgreSQL, etc.
•Knowledge of Software Development using React/ Angular and Node.js.
•Familiarity with application servers, web servers, and deployment of applications on servers.
•Sound understanding of various API methods.
•Strong documentation skills, including the preparation of FRS, SRS, BRD documents, etc.

Candidate having knowledge of AI, ML, Blockchain, DevOps, LMS and other latest technologies would be an added advantage.

A.1.3. Eligibility Criteria/ Minimum Qualification:
First class Graduate or First class Post Graduate Degree in Computer Science / Computer Engineering / Computer Applications / Information Technology / Electronics / Telecommunication from a reputed Institute.

A.1.4. Experience required (as on April 28, 2024):
Minimum 3 years of post-qualification relevant work experience in IT domain. Freshers from Tier “A” colleges of national repute may also apply.

A.1.5. Maximum Age:
As on April 28, 2024, the candidate shall not be above 35 years of age.

A.1.6. Compensation:
Depending upon the qualifications, college/ institutions and total work experience, the candidate’s designation and pay scale will be fixed at various levels of 7th CPC pay matrix with the gross pay starting around ₹ 9 lakhs PA. In addition to the same, other perquisites and allowances as per norms of the institute shall also be applicable to the candidate.

Besides, suitable accommodation, subject to availability, can be made available at concessional rate at the NISM Campus.

A.2. Assistant Manager/ Deputy Manager/ Manager (in IT Infrastructure)

A.2.1.Functions and responsibilities
• Project Management (Scope, Cost, time, resource, and quality and communication management) including gathering all requirements and documentation of various IT Infrastructure development initiatives.
• Carrying out the procurement process for various components of the IT Infrastructure.
• Developing comprehensive cost estimates of all components/ modules of the application, Maintenance & Support Services, Hosting Platform and the DR Site.
• Providing end user support on various IT initiatives including monitoring network performance, troubleshooting connectivity issues, and documenting network configurations.
• Liaising with external service providers and suppliers to ensure implementation of various IT projects in accordance with the agreed schedule including coordination with vendors for leased line SLA maintenance & review.
• Preparing and Implementing Disaster Recovery and Backup policies of the Institute.
• Reviewing and preparing various technical documents, developing the Hosting Platform and the DR Site Specifications (including DR Drill process).
• Carrying out maintenance activities, such as system updates, backups, and security patching.
• Maintaining IT documentation and Asset inventory records.
• Performing other IT related tasks/activities as assigned by HOD-IT

A.2.2. Desired Skill set:
• Strong understanding of computer hardware and software fundamentals.
• Familiarity with basic networking concepts and protocols (TCP/IP, DNS, etc.).
• Experience in support deployment and configuration of new hardware and software within the IT infrastructure.
• Experience in providing technical support to users, resolve IT related issues and escalating complex problems.
• Experience in managing Data Center infrastructure, Security, Physical monitoring, Server sizing, Network cabling, ISP mgmt.
• Experience in Windows Server Installation & updates/ NAS Setup/  Firewall Configuration/Linux Knowledge
• Knowledge of setting up MPLS & ILL connectivity, LAN & WAN.
• Knowledge in Server administration, various Cloud Technologies and Services.

Candidate having knowledge of Cybersecurity, Cloud Security, SIEM, VAPT, and other latest technologies would be an added advantage.

A.2.3. Eligibility Criteria/ Minimum Qualification:
First class Graduate or First class Post Graduate Degree in Computer Science / Computer Engineering / Computer Applications / Information Technology / Electronics / Telecommunication from a reputed Institute.

A.2.4. Experience required (as on April 28, 2024):
Minimum 3 years of post-qualification relevant work experience in IT domain.

A.2.5. Maximum Age:
As on April 28, 2024, the candidate shall not be above 35 years of age.

A.2.6. Compensation:

A.3. Assistant Manager/ Deputy Manager/ Manager (in Learning Management System/Online Exam Application System)

A.3.1.Functions and responsibilities

1) Content Management
• Uploading, organizing, and maintaining training content within the LMS/ Online Exam System, including courses, modules, assessments, and resources.
• Ensuring the accuracy and completeness of training materials and metadata.
• Assisting in the Video recording and editing activities.

2) User Support and Training
• Providing technical support and assistance to LMS/ Online Exam System users, including staff, trainers, and learners.
• Conducting training sessions and creating user guides to help users navigate the LMS/ Online Exam System effectively.

3) Reporting and Analytics
• Generating and analyzing reports on user activity, course completions, and training outcomes.
• Providing insights and recommendations based on LMS/Online Exam data to improve training effectiveness and user experience

4) Integration and Upgrades
• Collaborating with IT and external vendors to integrate third-party tools and systems with the LMS/ Online Examination System.
• Coordinating and overseeing LMS/ Online Exam System upgrades, patches, and system enhancements

5) Documentation and Policies
• Maintaining comprehensive documentation of LMS/ Online Exam System processes, procedures, and user guidelines.
• Ensuring compliance with data privacy regulations and organizational policies related to LMS/Online Exam System usage.

6) Development and Customization
• Managing new developments and customization in existing application as per requirement of user dept including testing and implementation
• Ensuring accuracy and consistency in LMS content and user records.

7) Any Other IT Tasks
• Performing IT related tasks/activities assigned by HOD-IT.
Candidate having knowledge of AI, ML, Blockchain and other latest IT technologies would be an added advantage.

A.3.2. Desired Skill set:
• Proficiency in LMS platforms, e-learning/online examination software applications.
• Strong understanding of LMS/ Online Examination functionality, features, and administration tools.
• Ability to troubleshoot technical issues and perform system configurations of LMS/ Online Exam software applications.
• Attention to detail in data entry, data uploading, content organization, and system maintenance.
•Sound understanding of various API methods.
• Excellent problem-solving skills to diagnose and resolve LMS-related issues.
• Strong documentation skills, including the preparation of FRS, SRS, BRD documents, etc.
• Good understanding of payment gateways and its integration with E-Learning/ Online Exam Applications.
• Good knowledge of the Microsoft .NET framework, ASP.NET, C#, MVC, Java technologies, Frontend Technologies (HTML, CSS, JavaScript etc.)
• Good knowledge of at least one of the following RDBMSs: MS SQL, MySQL, PostgreSQL.
• Should be familiar with application servers, web servers, and deployment of applications on servers.

A.3.3. Eligibility Criteria/ Minimum Qualification:

B. General Administration & Security

B.1. Assistant Manager/ Deputy Manager/ Manager
B.1.1.Functions and responsibilities
•Managing overall security arrangement viz. planning and supervising physical security as well as operations of various electronic systems for security measures such as CCTV, fire detection / protection panels, fire-fighting systems, access control system, metal detector and monitoring of visitors.
•Maintaining the contract and processing the wages of the security personnel.
•Ensuring smooth execution of daily activities like Safety, Security, VIP movements.
•Liaising and follow-up with local authorities and ensuring proper protection from unauthorized occupation.
•Making protocol and other arrangements for visits / meetings of senior officials.
•Daily monitoring of movements of personnel, visitors, inward and outward material.
•Gathering facts and prepare initial data for extensive investigations related to theft, corruption, loss of classified documents / material, frauds & Union activities etc.
•Assisting in fixed asset verification and other administration activities related to the same
•Assisting in the planning and scheduling of maintenance activities of various facilities in the premises.
•Maintaining day-to-day Activity Report and periodical MIS

The above-mentioned job responsibilities are indicative and the candidate may be required to carry out any other responsibilities as per requirement of the Institute from time to time.

B.1.2.Eligibility Criteria:

Minimum Qualification:
Post-Graduation from any recognized University / Institute / National Defense Academy. Candidates with BE/ B.Tech. degree in Civil Engineering will also be considered for this post.

Additional Skill Set:
•Should have experience in handling security matters
•Proficiency in MS Office (Word, Excel and PowerPoint).
•Excellent written and verbal communication skills in English and Marathi
•Good drafting skills and analytical ability.

B.1.3.Experience (as on April 28, 2024):
Minimum 3 years of post-qualification work experience in administration preferably in handling security matters and arrangements. Retired defense personnel till the rank of Capt. or equivalent/police till the level of ACP may also apply provided they have the requisite qualification. Candidates having experience in handling administrative and civil works will be given preference.

B.1.4. Compensation:
Depending upon the qualifications, college/institutions and total work experience, the candidate’s designation and pay scale will be fixed at various levels of 7th CPC pay matrix with gross pay starting around ₹ 9 lakhs PA. In addition to the same, other perquisites and allowances as per norms of the institute shall also be applicable to the candidate.

TERMS OF APPOINTMENT FOR ALL POSTS:

The selected candidate shall initially be appointed on contract for a term of 3 years, which may further be extended based on performance.
The incumbent will demit the office on attaining the age of 60 years or at the end of the contract period, whichever is earlier. The institute reserves the right to terminate the contract by giving one month’s notice.

GENERAL INSTRUCTIONS:

1. Mode of Selection shall be an interaction of the short-listed candidates with a “Selection Committee” constituted for the purpose.
2. The Institute reserves the right to modify the mode of selection, if deemed fit. It also reserves the right to raise or decrease the minimum standards in respect of age / qualification / experience, in order to restrict the number of candidates to be called for the interaction. Thus, merely fulfilling the eligibility criteria laid down in the advertisement as regards age/qualifications/experience would not automatically entitle any candidate to be called for the interaction.
3. The Institute reserves the right to reject any or all the applications without assigning any reasons therefore.
4. Canvassing in any form will disqualify the candidate.
5. Candidates shall satisfy themselves about their eligibility for the post applied for. The Institute shall determine their eligibility only at the final stage, i.e., while calling them for interaction.

AGE As on February 18, 2024, the candidate shall not be above 65 years of age.

 

QUALIFICATION Master’s degree or Equivalent/ Bachelor’s degree in Technology/ Engineering/Law from a recognized University / Institution/ CA/ CS/ CFA/CWA.
EXPERIENCE Experience of at least 20 years in the domain of Finance /Economics/ Education/ capacity building/ skill development/ Ed-Tech/Digital Eco-system, out of which at least 5 years’ experience in senior/ leadership position.

 

REMUNERATION The selected candidate shall be appointed at level 15 of the seventh central pay commission (CPC) scale (basic pay ranging from Rs. 1,82,200- 2,24,100 per month) plus other perquisites and allowances as per norms of the institute.

 

Total annual maximum Emoluments (CTC) of the Director, NISM (including the special pay) will be approx. Rs. 67 Lacs.

In addition to the salary, the other perquisites include accommodation at the NISM campus and a chauffeur-driven car.
