National Institute of Securities Markets (NISM) is a premier institute established by the Securities and Exchange Board of India (SEBI), the regulator for securities markets in India. The Institute is engaged in Financial Literacy and Securities Educational initiatives. Furthermore, the Institute also certifies market intermediaries. The Institute has six schools viz. School for Securities Education (SSE), School for Certification of Intermediaries (SCI), School for Investor Education and Financial Literacy (SIEFL), School for Securities Studies and Information Research (SSIR), School for Corporate Governance (SCG) and School for Regulatory Studies and Supervision(SSIR) to serve its mandate. In addition, there are a number of supporting departments. Currently, NISM is functioning from its state-of-the-art campus on a 70-acre plot of land at Patalganga (around 45 minutes’ drive from Vashi, Navi Mumbai). The Institute has the state of the art Information Technology infrastructure. A number of applications are in use automating all key processes. Some of these applications cater for internal processes while the others are public facing. One of the major public facing applications is the System for NISM Certifications. The said system is used to certify Securities Market Intermediaries. It is an online system where the candidates can register, enroll, appear for online examination and receive certificate within 24 hrs. The system also supports different methods of certification i.e. “through Continuing Professional Education by way of workshops or online e-learning sessions”, “through remotely proctored online examinations conducted at the candidate’s work place/home” and “through online examination conducted at designated test centers across the country”. The system was developed about 9 yrs ago and the technology is now outdated. Therefore, it needs to be replaced to upgrade the technology, to bridge a number of functionality gaps and also to integrate it with several internal systems.
In view of the aforementioned, the Institute has decided to initiate a project to develop a comprehensive certification system catering for all current functionality gaps and also the future requirements. Therefore, NISM is currently looking for candidates for the following positions on short term contract basis for the said project:
a) Program Manager-Cum- Solution Architect
b) Sr. System Analyst and Designer.
I) JOB RESPONSIBILITIES & DELIVERABLES:
a) Program Manager-Cum- Solution Architect:
• Deliver Project Management Services for Phase-I of the project which is primarily System Study and also deliver the Project Management Services for Phase-II of the project which involves Application Customization/Development, Testing and Implementation.
• Carry out regular Project Review meetings.
• Interact frequently with the Project Implementation Committee, Departments/Schools and the Technical Advisory Committee (as and when required) to solicit inputs throughout the project life cycle.
• Shall schedule and attend meetings with the concerned Departments and Schools of NISM together with the Systems Analyst to discuss the details of the functional and non-functional requirements of the proposed newcertification system.
• Comprehensive documentation of the integration requirements of the other internal systems of NISM with the new certification system.
• Shall closely work with the System Analyst and actively contribute to the documentation of functional and non-functional requirements of the application. He/She shall hold the ultimate responsibility of the quality and depth of the documentation. Shall take over the documents developed by the System Analyst and shall be responsible for making any subsequent changes in the documentation.
• Shall carry out a comprehensive analysis of the functional and non-functional requirements of the proposed application and develop application design alternatives.
• Develop the Hosting Platform and the DR Site Specifications (including DR Drill process).
• Develop comprehensive cost estimates of all components/modules of the application, Maintenance & Support Services, Hosting Platform and the DR Site.
• Time estimates for development /customization and implementation of the proposed application.
• Develop a comprehensive Project Proposal covering the cost and time estimates for approval of the competent authority of NISM.
• Prepare tender documents and carry out the procurement process for the Application and the Hosting Platform (including DR Site) in compliance with the procurement guidelines of NISM.
• Develop various Project Agreements/Contracts as required for implementation of the proposed application.
• Ensure submission of proper “Acceptance Test Plans and Test Cases”, Test Reports etc. by the Supplier of the proposed application.
• Creation of Development and Test Platforms seeking the support from the ICT department..
• Procurement and Installation of Hosting Platform and DR Site.
• Manage Contracts with all concerned suppliers until the project is signed off.
• Put in place an appropriate post implementation Support & Maintenance Service Agreement.

b) Sr. System Analyst and Designer
• Analyze Business Requirements of the System.
• Discuss and agree with the ICT Department the content and scope of analysis of functional and non-functional requirements and the documentation exercise.
• Carry out comprehensive analysis of the functional non-functional requirements of the proposed application by interacting with all concerned Departments/Schools.
• Comprehensive study of other internal systems of NISM to analyze and document the integration details of the proposed certification system with the internal systems.
• Document functional and non-functional requirements comprehensively in a professional manner. The functional requirements shall include very comprehensive User Interface requirements of each process step, process/work flow details etc. amongst various other aspects.
• Assist the Program Manager-cum-Solution Architect in developing application design options and various other specifications of the proposed system.
Deliverables
• Comprehensive Report on functional and non-functional requirements of the proposed application.
The above-mentioned job responsibilities are indicative and the candidate may be required to carry out any other project based responsibilities as per the requirement.

a) Program Manager-Cum- Solution Architect:

b) Sr. System Analyst and Designer:

• Must be highly professional in documenting the Functional and Non-Functional requirements of medium/large scale Applications.
• Excellent MS Word Documentation Skills.
III) ELIGIBILITY CRITERIA:
Minimum Qualification: First class Graduate Degree and/or First class Post graduate Degree in Computer Science/ Computer Engineering/ Computer Applications/ Information Technology/ Electronics/Telecommunication Engineering from a reputed institute.
Experience (as on 25-Jan-2021):
Program Manager-Cum- Solution Architect:
• Minimum of 12 years of rich experience specifically in System Design (including Application Architecture, Hosting Platform and DR Site design) and Project Management. Should have successfully dealt with the said aspects of at least two medium/large scale public facing “Application Development” Projects. Must also have experience of tendering and procurement of services of a supplier for customization/development of medium/large scale applications.
• Adequate competency in Business Analysis, System Analysis and Design to lead a team of resources engaged in the System Analysis and Design work.
• The above-mentioned experience in “On-line Examination” space shall be preferred.
Sr. System Analyst and Designer:
• Minimum of 8 years of rich experience specifically in Business Analysis, System Analysis & Design and documentation of medium/large scale public facing “Application Development” Projects. Should have handled the said aspects of at least two medium/large scale “Application Development” projects.
• Must have experience (and skill) of developing professional documentation of functional and non-functional requirements of an application.
• The above-mentioned experience in “On-line Examination” space shall be preferred.
IV) COMPENSATION:
Program Manager-Cum- Solution Architect:
• The compensation for the services is Rs. 2.5 Lacs plus applicable taxes per month subject to satisfactory delivery of the above mentioned deliverables within the agreed time frame and shall be paid as per the mutually agreed “Deliverable based Payment Plan”.
• 20% of the above mentioned monthly compensation shall be retained and paid at the end of the contract period upon successful and timely project sign off.
Sr. System Analyst and Designer:
• The compensation for the services is Rs. 1.5 Lacs plus applicable taxes per month subject to satisfactory delivery of the above mentioned deliverables within the agreed time frame and shall be paid as per the mutually agreed “Deliverable based Payment Plan”.
• 10% of the above mentioned monthly compensation shall be retained and paid at the end of the contract period upon successful and timely submission of deliverables.
The compensation for the above mentioned posts shall remain unchanged during the initially agreed contract period and any subsequent extensions thereof.
V) TERMS OF APPOINTMENT:
Program Manager-Cum- Solution Architect:
The selected candidate shall be engaged on a contract period of 12 months. However, if necessary, the contract period may be extended beyond 12 months but under no circumstances the contract will be extended beyond the Project (Phase-II) sign off.
Sr. System Analyst and Designer:
The selected candidate shall be engaged for a contract period of 4 months (extendable for a further period of 2 months, if required).
The engagements for both the above mentioned positions are entirely project based and do not provide for any regular employment in the Institute after completion of the said contract period. The either party reserves the right to terminate the contract at any point of time by giving one month’s notice to the other party.
VI) GENERAL INSTRUCTIONS:
1. Mode of Selection shall be based on an interaction with the short-listed candidates. It is highly likely that the interaction with the candidates shall be carried out in online mode. However, if the candidates are called for physical interaction, the candidates shall bear all expenses incurred for attending the interaction.
2. The Institute reserves the right to modify the mode of selection, if deemed fit. It also reserves the right to raise the minimum standards in respect of qualification / experience, in order to restrict the number of candidates to be called for the interaction. Thus, merely fulfilling the eligibility criteria laid down in the advertisement as regards qualifications/experience would not automatically entitle any candidate to be called for the interaction.
3. The Institute reserves the right to reject any or all the applications without assigning any reasons therefor.
4. Candidates shall satisfy themselves about their eligibility for the post applied for. The Institute shall determine their eligibility only at the final stage, i.e., while calling them for interaction.
5. If the candidates are not eligible or have knowingly or willfully furnished incorrect or false particulars or suppressed material information, their candidature will be liable to be rejected at any stage of the selection. If the candidate qualifies in the selection process and subsequently it is found that he/she does not fulfill the eligibility criteria, his/her candidature will be cancelled and, if appointed, the contract would be terminated without any notice or compensation.
6. The decision of the Institute in all matters would be final and binding, and no correspondence in this regard would be entertained.
